Pennsville Temporary Demonstration Project

With funding from the South Jersey Transportation Planning Organization, Cross County Connection TMA, Sustainable Jersey, and the Alan M. Voorhees Transportation Center at Rutgers University (VTC) are working together to deliver a program that focuses on advancing Complete Streets in South Jersey through training, technical assistance, and the creation of a demonstration materials lending library. As part of this round of technical assistance, one municipality was selected to participate in a Complete Streets Demonstration Project, using this brand-new materials lending library.
Pennsville Township agreed to install a temporary traffic calming demonstration project along Riviera Drive. A multi-use, riverfront trail begins at this location, which also houses a boat launch. Riviera Drive is one of the main connector roads in Pennsville and sees a steady flow of vehicle traffic. Speed data collected prior to the installation showed that drivers were travelling faster than the 25 mile per hour speed limit, reaching speeds of up to 70 miles per hour in extreme cases.

VTC designed traffic calming measures for this location to mitigate driver’s speed and provide a safer experience for all road users, including curb extensions, lane width reductions, crosswalks, and signage. The project was installed on Wednesday, Nov. 5th and will be in use for the month of November. New speed data and community survey responses are currently being collected. These will be used to assess the success of the project and inform decisions made concerning roadway infrastructure moving forward.
The materials used for this project are part of the new Complete Streets Demonstration Library for South Jersey, housed at SJTPO’s office in Vineland. These materials will be free to use and available to communities in South Jersey starting in early 2026. The process to request and borrow materials will be announced on SJTPO’s website and social media in the coming months.
