EV Services for Local Governments

Adopting electric vehicle infrastructure at the municipal level has many benefits. Investing in the technology now puts your municipality on track for a sustainable future as more consumers adopt EVs. In addition, EV technology and infrastructure are a top priority at the state level. Incentives and grant funding is available to invest in charging stations and EV fleet vehicles.

Governor Murphy, set ambitious goals for a clean energy future in NJ. Many of the targets and goals include an increase in EV infrastructure. Some of the goals for our state include:
  • 100% clean energy by 2050
  • 330,000 registered EVs by 2025
  • Establishing greenhouse gas monitoring and reporting programs; monitor the progress of emissions reductions to reach the target of 80% below 2006 emission levels by 2030
  • Reforming land use regulations to incorporate climate change considerations into permitting decisions
These goals are laid out in the State’s Energy Master Plan and Executive Order No. 100. To help reach these goals, there are several EV adoption incentive programs available.

Charging Stations

Not all EV chargers are created equal. Some charge faster, while others are better suited for overnight charging. Here is an overview of charger types.

  • Level 1 – Refers to simply plugging into a normal 120 volt outlet found at home. Adds 2-5 miles of range per hour. Best for home use
  • Level 2 – Adds 10-30 miles of range per hour. Good for use at homes, offices, hotels, malls and places an EV will be parked for a few hours.





  • DC Fast Charger (Level 3) – Adds 60-80 miles of range per 20 minutes of charging time. These include Tesla stations which are becoming increasingly available to non-Tesla vehicles.. These are great for locations where people spend 20 - 30 minutes, such as the supermarket or gyms. 

Planning Strategies

Siting of Charging Station

The placement of charging stations depends on usage and proximity to proper wiring and electrical hookups. Some considerations when determining where to locate charging stations include:
  • Visibility to EV users

  • Type of chargers. Level II may be better for a main street while DC fast charger is more appropriate along highways or at a gym or supermarket


  • Proximity to proper electrical panels. Locating stations near the proper infrastructure can save money in the long term, especially where installation expenses could significantly increase costs.

Ordinance and Policy Development

Passing ordinances that require preparation for EV chargers is a key step towards preparing your municipality for the larger EV market share coming in the next decade.
Ordinances can require the following to incentive EV infrastructure:

  • Allocate a certain percentage of spaces with EV ready and EV installed technology
  • Require a percentage of municipal vehicles to transition to EVs
Requiring EV infrastructure through ordinance can provide long-term cost savings to your municipality because it installs proper EV wiring at the time of development rather than retrofitting a property later on.

Grant programs

The programs listed below are a sample of incentives and grants available at the state and local level. Grants and programs are constantly evolving as new funding sources become available for EV technology. It Pay$ to Plug In offers grants to help cover the cost of purchasing and installing EV charging stations. The program is designed to help expand New Jersey’s electric vehicle charging infrastructure. Reimbursement amounts by charging station type are as follows:

  • $750 per Level 1 charging port
  • $4,000 per Level 2 charging port

New Jersey Zero Emissions Incentive Program (NJZIP)

Funded through the Regional Greenhouse Gas Initiative (RGGI), the New Jersey Zero Emissions Incentive Program (NJZIP) will provide vouchers of up to $175,000 to businesses and organizations to purchase new zero-emission medium and heavy-duty vehicles (MHDV). NJZIP is the state’s first effort to support zero-emission MHDVs. The pilot program sets aside $165 million for vouchers. The size of the voucher will vary depending on the class of vehicle being purchased.
